Who should pay to fix the climate emergency?

Climate change is seen as a borderless problem but as this video highlights, there are discussions now being had about who should pay for some of the negative impacts.

Some of the world's poorest countries produce the least emissions, but they often face terrible consequences as a result of changes to the climate such as flooding and damage to ecosystems.

This video could be used for the Global Development unit (globalisation).
