Dependency culture
Dependency culture is a term associated with New Right theorists such as Charles Murray who argue that the welfare state undermines individual responsibility and effectively traps claimants within the benefits system with little or no incentive to escape. This culture is said to emerge when welfare claimants adopt a subculture of norms and values that make it difficult for them to return to work. The welfare state is therefore considered to be a cause – rather than a solution – to poverty.
