Vietnam - Communist or not?

Is Vietnam full of "red capitalists"? I've read quite a lot of analysis recently suggesting that Vietnam is both an authoritarian socialist state and also a state swimming in the unfettered ideology of neoliberalism. The combination of the two ideologies effectively strips Vietnam’s people of their money and their rights while, at the same time, a tiny elite fills its pockets. This Guardian "40 Years On" article in their Long Read series is an absolutely excellent introduction to the rise and fall of Communism, and highly recommended for students of all A2 Politics options.
