The BBC has the story ‘Obama limits US nuclear arms use’: ”President Barack Obama’s administration has unveiled plans to significantly narrow the circumstances in which the US would use nuclear weapons. But its Nuclear Posture Review warned countries breaking the rules remain potential targets. The US strategy document also raised concerns about a “lack of transparency” in China’s nuclear programme.”
