Four Budgets in one year - is this good or bad governance?

In the past 12 months, George Osborne has gone through 4 Budgets - March 2015 (as usual), a post-election budget, a comprehensive Autumn Statement (a concept introduced by Gordon Brown who sought greater control as Chancellor of the Exchequer over government departments), and then this week's Budget. And each Budget has been littered with many new fiscal policies. Does this number of budgets make for good or bad governance by Mr Osborne and the core executive?
