Advantages of devolution examples continue

It seems like these are like London buses; you wait for ages and two come at once...
It has been announced that England is to ban single use plastics, although a firm date has not been set.
This echoes my blog post yesterday about how sub-national arenas can act as 'laboratories of democracy', or policy laboratories, if you prefer. To an extent this is not strictly true since the Welsh ban does not take effect until later this year, but north of the border a similar ban has been in place since last summer.
