A decade of devolution

My media Monday material is drawn from the rather excellent Total Politics magazine

This month’s issue has a strong focus on devolution and I thought the leader would be an ideal piece for discussion this week as we near the end of the AS course and consider constitutional reform. It ends:

‘Britain, lacking a written constitution, has always included an element of fudge in the way it is governed. We live in a parliamentary democracy but don’t have an elected upper chamber. The problem now is that the fudge has become too much, and definite answers to a lingering problem need to be found. How much power should the devolved assemblies be given? If they and the public demand primary power over taxation and foreign policy, is England still strong enough to say no? And is Scotland strong enough to go it alone? And why do we still lack a political leader able to tell us?’
