The Central Powers refer to those countries fighting with Germany in the First World War. When using the term central powers, it can refer to the countries themselves or the leaders of those countries.
Italy swapped sides during the war to join the allied powers, so as a result were at the Versailles Peace Conference.
The Treaty of Versailles was the treaty for Germany only. Alternative treaties were signed with Austria-Hungary.
