Can the Paris climate agreement be a global success?

All countries, apart from Syria and the USA, have now signed the agreement.

Nicaragua are the latest country to sign the agreement.  Previously, the president, Daniel Ortega had refused to sign as he felt that the agreement didn't go far enough to halt increasing global temperatures.  Nicaragua is a shining example of how renewables can be effective in sustaining a growing economy and Mr Ortega felt that countries should have stricter regulations to ensure that we are all tackling the global problems.

Syria still hasn't signed but that is due to the ongoing conflict; whereas for the USA it is due to Trump's refusal to risk his country's future economic development by reducing emissions.  The USA are signed into the deal until 2020 but Trump has stated on many occasions that he won't resign.

What is concerning is that over half of the World's CO2 emissions are created by Europe, China and the USA.  Should the USA refuse to commit then the ability of the climate agreement to reduce rising temperatures to a 2 degree increase is unlikely.  Strong advocates of the need to reduce temperatures want to push further to a 1.5 degree increase.  This is out of reach if there isn't complete global co-operation.
