Will time-limited vouchers help kick-start an economic recovery?

How should the UK government drive the recovery? Torsten Bell from the Resolution Foundation has an idea.
Bell's proposal is a for the government to give out household ‘High Street Vouchers’ worth £500/adult & £250/child, providing a £30 billion kickstart to the economic recovery that focuses support on the firms and workers hardest hit by the crisis. The vouchers would have to be spent within one year and the time stamp could be delayed if retail and hospitality is hit by a second wave of the covid-19 virus.
