Unintended consequences of cigarette packaging rules

An interesting and unintended consequence of the new legislation governing tobacco packaging in the UK. Phillip Morris has sought to get around the plain packaging legislation by selling cigarettes in reusable tins. It's a cunning move because their durable nature might mean that their branding survives for longer, and the size of the tin, in allowing for them to sell 10 cigarettes is also seen as an attempt to appeal to younger smokers who might be less able to afford 20 cigarettes.
