Under-investment by British business

I have just been teaching growth and productivity, and this article ties in with that: innovation is a major contributor to productivity.
And this article suggests that the British have lagged behind - not least in funding innovation. Even in this instance, the enhanced Oxford Sciences Innovation is funded by "five investors: three from China, one from Singapore and one from the Middle East."
As the article itself concludes, quoting Paul Krugman "Productivity isn't everything. But in the end it's almost everything.".
