Tradeable Permits - Should Permits be carried over?

A great article from the BBC this week that will help with teaching and discussing the pro's and con's of using Tradeable Permits as an attempt to correct Market Failure. A great find thanks to my colleague Fiona. Some additional notes from biz/ed can help students with reading. If you want to stretch your students you might want to show some of the brighter ones this paper which is 12 pages of theory but will certainly help with evaluation skills.
