Public v Private Sector Pay Differentials

If you can get beyond the monotone voice which accompanies the presentation, this ONS piece posted today gives a fascinating insight into reasons why there are differences in public and private sector pay. There are many high quality evaluative points made, and interestingly it is implied that average data is likely to suggest that pay in the public sector is more likely, on average, to be higher than that in the private sector.How can this be?
