Eye scans to charge passengers

I like the prospect of companies utilising novel digital technology: in this case, the Rail Delivery Group have suggested that biometric technology, such as iris scans and face recognition software could be used to enable automatic charging for railways. It might prove more efficient than current methods of charging and is already in use at many airports to expedite the journey through border control.
Or would the money be better spent on investment in more staff, more trains and new railway line?
