Does state advertising offer value for money?

A summer hat ip tip to Michael owen for spotting this item on the news last night. Channel 4 News covered the scaling back of the Government’s Advertising on Information Films, it raises pertinent questions about the merits or demerits of Information provided by the State. And it provides a different take on information failure and social cost and benefit issues.
