Can the UK government nudge people into using less energy?

Last year, Ovo was criticised for advising customers to cuddle pets, eat porridge and do star jumps to keep warm.
In the wake of the heatwave and faced with the possibility of energy shortages, there's some debate about the extent to which the government should be informing people about how to reduce their energy consumption.
Of course, one of the biggest impediments to this is public attitudes - so what should be done? And the Behavioural Insights Unit will be looking at any possible 'nudges' that might be possible.
