Call for a 90% tax on banker bonuses

There have been renewed calls for a 90% tax on bank bonuses. City banks appear to be reintroducing huge payouts for staff with Goldman and Sachs paying an average of £400,000 in pay and bonuses. I am going to split my class in two and have one side argue the benefits of this tax with the other looking at the costs. To improve discussion I will put the following words on the board.
