Australian flood tax

The UK is not the only country facing tax rises in 2011. The Australian government has proposed a flood tax to fund the flood recovery in Queensland and Victoria. A really interesting activity would be to get students in groups to discuss the advantages and disadvantages of taxing the public directly as the Australian government have decided to do. What other options did they have?
