Procedural changes
Procedural changes refer to changes in the way in which police and other social institutions process the reporting of crime. This can be influenced by the priorities that police have or by changes in the law. For example, incidents of personal use of drugs may have a far lower level of priority for police than the production and distribution of drugs, and so would be unrecorded so that more focus can be placed upon catching those that profit from the sale of drugs.
