How are petrol prices determined by retailers in Australia?

This article raises many interesting questions on how the petrol price rises consistently over weekends and public holidays in Australia. Is there a correlation between higher demand from cars on the roads and therefore higher prices for fuel (based on market forces) or is it an artificial increase by retailers based on guidelines from their Associations or is it fueled by supermarket discount dockets or some other factors?
